Quick definition: The EVMS Interpretation Guide (EVMSIG) is the Department of Defense's authoritative interpretation of the EIA-748 guidelines, and the basis on which DoD assesses whether a contractor's Earned Value Management System complies.

Where the EIA-748 guidelines state what a compliant system must achieve, the EVMSIG explains what DoD understands each guideline to require. For every guideline it sets out the DoD Strategic Intent — why the guideline exists and what management value it delivers — and, where relevant, how interpretation differs between development and production work. DoD agencies conducting compliance activities build their own evaluation methods on top of it, and contractors use it to shape their EVM System Descriptions.

Why it matters

Compliance is judged against interpretation, not just against the text of the standard. Two organizations can read the same EIA-748 guideline differently; the EVMSIG settles the reading DoD will apply.
