Quick definition: A Summary Level Planning Package (SLPP) is an element that represent far-term work that under a summary WBS element that is not yet practical to break into detail Control Accounts and Work Packages.

SLPPs are used to support a process of Rolling Wave Planning. Near-term work is planned into Control Accounts, far-term work may be planned in higher-level SLPPs. SLPPs are not just budget holding accounts. SLPPs must be tied to specific work scope, must have a baseline schedule, and a time-phase baseline Budget. Before the work is scheduled to start, the SLPP must must be broken down into specific Control Accounts.

Why it matters

The SLPP lets far-term work be represented and budgeted in the schedule and baseline before it's mature enough for detailed control account planning. This keeps the overall budget and schedule complete and traceable even for work planned well in advance.
