Reprogramming Adjustment

Government Standards Reviewed by forProject Technology - updated Oct 2026
Quick definition: Reprogramming Adjustments are the changes a contractor reports to the customer when it formally reprograms: the reset of cost and schedule variances on completed work, and the budget added above the Contract Budget Base.

When a project implements an Over Target Baseline or Over Target Schedule, it reports what was reset and what budget was added: the adjustments to cost and schedule variances on completed work, and the budget added for the remaining work. In the IPMDAR these are reported by control account and carried forward in every later report.

What this means for you

Reprogramming Adjustments keep a reset honest. Total contract cost and schedule variance still include the adjusted amounts, so the overrun stays on the record even after the baseline is reset.

FAQ

Are Reprogramming Adjustments reported for internal replanning?
No. They apply only to formal reprogramming: an OTB, an OTS, or both.
Do Reprogramming Adjustments change actual cost?
No. ACWP is never adjusted, and it keeps being reported throughout the reprogramming.
