Quick definition: The Responsible Organization is the organizational unit accountable for completing a defined scope of work within its cost, schedule, and technical objectives.
The Responsible Organization owns accountability for a piece of work, but that's not necessarily the same group that physically performs it -- that distinction belongs to the Performing Organization. In many programs, the Responsible Organization is structured as an Integrated Product Team (IPT).
Why it matters
Clearly naming a Responsible Organization for every control account prevents ambiguity about who is answerable for cost, schedule, and technical performance. This accountability is a foundational element of a compliant EVM system.
