Quick definition: The Performing Organization is the organizational unit — typically a functional department or group — that applies resources to actually carry out a Work Package.
It's one of two lenses used to define the Organizational Breakdown Structure, alongside Responsible Organization, which is the unit assigned accountability for a task. In many cases they're the same group, but they can differ, especially when work is subcontracted or shared across departments.
Why it matters
Identifying the performing organization matters for resource planning and for tracing where labor and cost are actually being used, separate from who is accountable for the outcome.
