Quick definition: A Work Authorization (WA) is the document that formally assigns responsibility and authority for a defined element of work, within a specified schedule, budget, and Statement of Work.
A Work Authorization can be issued at the overall project level or at lower levels, such as WBS Elements, Control Accounts, or Work Packages. It's the formal mechanism that turns planned work into work someone is officially authorized to perform and charge time against.
Why it matters
Work generally shouldn't start or be charged to a project without one -- it's the control point that keeps spending tied to approved scope, schedule, and budget. That traceability is central to demonstrating that a project's costs are properly authorized and controlled.
