Quick definition: Work Authorization is the process of reaching agreement between the Project Manager and the manager of the performing organization on a defined element of work, together with its schedule, budget, and Statement of Work. The agreement is recorded in a Work Authorization Document (WAD).

Work Authorization is bilateral: the performing organization accepts the scope, schedule, and budget rather than simply being handed them, and that acceptance is what makes the commitment meaningful. The WAD records the agreement and serves as its audit trail. Authorization can be issued at the project level or at lower levels, such as Work Breakdown Structure (WBS) Elements, Control Accounts, or Work Packages. It's the formal step that turns planned work into work someone is authorized to perform and charge to.
