Quick definition: The 0/100 Method is an earned value technique that earns no credit for a Work Package or task until it's fully complete. At that point, it earns 100% of its budgeted value at once.

The 0/100 Method is a variation of the Start/Finish method for earning value: nothing is credited while work is in progress, and the full planned value posts only once the Work Package or task is finished. Because it's so conservative, it's typically reserved for very short Work Packages or tasks.

Why it matters

Using 0/100 avoids overstating progress on effort that's easy to call "almost done" but isn't finished yet. It works well for brief tasks, but applying it to longer Work Packages can make earned value look artificially low right up until the very end.

Why would anyone use such a conservative method?
It's simple, and it removes any subjectivity about partial progress. That works well when a task is short enough that "in progress" doesn't last long, so it's easier to just ask, "Is it done?"
Is 0/100 the same as the Weighted Milestone Method?
No — 0/100 treats the whole Work Package as a single event, earning nothing until it's finished. The Weighted Milestone Method divides the Work Package into several weighted milestones and earns each one along the way. Applying 0/100 crediting to each of those milestones is the Discrete Milestone Method.
