Quick definition: A Planning Package is a future portion of work within a Control Account that hasn't yet been broken down into detailed Work Packages.
Even though it's not yet detailed at the Work Package level, a Planning Package still carries a firm, time-phased budget along with estimated start and completion dates and a Statement of Work. As the work gets closer, it's typically converted into one or more discrete Work Packages.
What this means for you
Planning Packages enable you to plan for far-term effort that is not yet practical to plan into detailed Work Packages. This allows your plan to cover the entire work scope of the Control Account or SLPP in an efficient manner.

How is a Planning Package different from a Work Package?
A Work Package is a detailed breakdown of scope under a Control Account that has defined scope, schedule, resource plans, and authorized budgets and can be executed. A Planning Package is an optional method that can be used to plan future work scope where it is not yet practical to plan the work in detail. Planning Packages will be decomposed into one or more Work Packages in a process called Rolling Wave planning.
