Quick definition: A Planning Package is a future portion of work within a Control Account that hasn't yet been broken down into detailed Work Packages.
Even though it's not yet detailed at the Work Package level, a Planning Package still carries a firm, time-phased budget along with estimated start and completion dates and a Statement of Work. As the work gets closer, it's typically converted into one or more discrete Work Packages.
Why it matters
Planning Packages let a project budget realistically for work that's too far out to plan in detail yet, without leaving that future work completely undefined or unbudgeted.
